Joe Clayton Partain was born on July 24, 1941 in Enid, Oklahoma. He graduated from California's Artesia High School in 1959 and attended Cal Berkeley on a basketball scholarship. After an injury his freshman year, Joe transferred to Pasadena Nazarene College. He went on to teach and coach basketball for thirty-two years, with his teams winning 3A titles for Coolidge in 1975/6 and a 5A title for Chandler in 1984. He coached at Chandler from 1981 to 1995, building a 202-164 record in fourteen seasons. Joe holds the school record for most wins by a coach. He held a 421-267 lifetime record as a coach.

Joe Partain passed away on January 12, 2013, and a year later Chandler High dedicated its basketball court at Austin Gym to the former coach.
